reckless.
More than anything, Mulder cares about the truth - far more than he cares about following the rules or keeping himself safe. If doing something dangerous will solve a case, then he'll do it. If it feels like staying awake for days at a time will help him get his missing partner back, then he's done sleeping. Left to his own devices, Mulder will put his ass on the line without a second thought. He'll run his mouth without concern for the consequences - whether that means trying to speak eloquent truth to power or taunting suspects with threats of misery in prison.

obsessive.
Mulder's tendency is to go all in on anything he cares about (and slouch his way through everything he doesn't). He doesn't leave work behind when he gets home, or to whatever motel is currently masquerading as home; his little house in Virginia is full of paranormal books, news clippings, and videos. (He still owns tons of videotapes. It's kind of embarrassing.) He might balk, in casual conversation, at the idea that he doesn't know how to stop (he plays sports! he watches sports! he stops for sports!), but he is aware that this is a place he struggles. It's why he gave up profiling within a few years of becoming the star of the Violent Crimes Unit - for him, getting into the heads of serial killers was far easier than getting out of them again.

Mulder's been alone, to greater and lesser extent, since he was 12 years old and his sister disappeared. Human connection became increasingly complicated as he realized that his parents were giving up the search without any idea of what happened to Samantha; by the time he hit adulthood, he was thoroughly estranged from his father, and he doesn't seem to have kept many friends across the years. His only close non-Scully friends, the Lone Gunmen, are all dead. His old boss, Walter Skinner, has kept up with him only as much as Mulder will allow. The people he knew casually at the Bureau never really made it past say hi in the elevator status, especially since he spent most of his career in a basement office so removed from the rest of the FBI that he was able to watch porn down there without consequence. And several years ago, Scully - his best friend, the love of his life, the mother of his child - left him, too. His obsessions with the paranormal and endogenous depression, always intertwined in his life, were destroying their relationship.

These days, he takes medication and does some kind of therapy, but he's still a lonely man - and his attempts to connect with others have not always worked out in his favor. He's grown more comfortable with being Spooky Mulder, a man whose sister will never come back. He's capable of seeing the silliness of some of the cases he used to pursue with absolute belief. But he hasn't gotten to the point where he feels normal, and he has the feeling he never will.

relentless.
At age 12, Mulder witnessed his sister's abduction by aliens from their home. Decades later, figuring out what happened to her - and getting to the bottom of untold numbers of other unexplained phenomena - became his life's obsession. He spent nearly a decade trying to figure out the truth, and eventually, he got there. His interest in uncovering the obscure and hidden parts of the world, understanding both wonders and terrors alike, hasn't waned. Mulder's still fixated on the truth, and his hope for the paranormal was recently reignited by a were-human with a New Zealand accent. This dogged persistence of his makes him an excellent investigator, if one who's not always sure when to stop. He perseveres in the fact of obstacles, from KEEP OUT signs to a global cabal bent on covering up state secrets. And one time, he had ketamine shot directly into his brain, because it seemed like it might help.

empathetic.
Mulder's ability to think things through from others' perspectives is vital to his work in the FBI. He's particularly quick to build rapport with witnesses and get the information he and Scully need to solve cases. But he's not just there to get what he wants - not when he's talking to victims, anyway. (The local police are another story; more than once, he ends a conversation by walking away without any real social niceties.) He genuinely comes to care for the people involved in the cases he works, determined to find them the justice and validity no one ever gave him.

competent.
With everything else in mind, it's easy to dismiss Mulder as a complete disaster. He's been a recluse for years, so difficult to find that his old boss has to pass messages to him through Scully. He's struggled with his mental health to greater or lesser extent for decades, and he's been known for being something of a crackpot for nearly as long. But it's worth noting that as a general rule, Mulder's good at his job. He can and does close cases, albeit often with conclusions that aren't always popular, and his insights have been catching killers since he was a university student. That he could start investigating X-files at all is a testament to the fact that he'd impressed people throughout his career: at Quantico, in the Investigative Support Unit, and then with the FBI's Violent Crimes section. His return to the X-files, now a member of the old guard of the Bureau, is something he essentially had to be cajoled into. As weird as he is, the people around him respect his intellect and abilities.

He's also capable of keeping fish alive, which is harder than it looks.

Abilities: Mulder is an adult human without supernatural ability. He is also, however, an FBI field agent of several decades (with a few long stretches outside the Bureau). He's athletic, trained in everything from tactical driving skills to investigation techniques, and capable (if unwilling) when it comes to bureaucratic nonsense like paperwork. He possesses a broad knowledge of esoterica, the occult, and the paranormal, and he studied psychology at Oxford. And he's a big fan of genre television from the mid-20th century: The Twilight Zone, The Outer Limits, Star Trek, The Magician, everything. Long story short, he's equal parts jock and nerd.

Inventory: A suit, FBI badge, handgun and holster, wallet with useless credit cards, a smartphone that no longer does anything, and a pocketful of sunflower seeds.

Eternal Reward: He finds his son alive and safe and is able to take him home to Scully for good. (Last time he had wishes come true, they turned out terrible; this time, he's determined to include as many caveats as possible.)

Goals/Ideas: Get this poor man out of the house, for one thing. Try and force him to make a few friends. Make dad jokes, which he's been a master of since before he was actually anyone's father. Work on building relationships and maybe investigate some weird shit.
